JOB SUMMARY:

Management of the day to day operations of the licensing department to include recruitment, Professional Parenting training, licensing activities, supervision of staff, monitoring of contract performance and coordination with Lead Agency (Eckerd Connects). Supervisor must be familiar with the principles of Quality Parenting Initiative and upholds the values of QPI throughout all work activities. Participates in organization’s continuous quality improvement efforts.

ESSENTIAL FUNCTIONS:

  1. Completes all reporting requirements to pre-established timelines.
  2. Continually monitors progress toward correct performance goals, helps to organize workload to assist staff in achieving those goals.
  3. Provides monthly supervision to licensing and other assigned staff. Ensures that the licensing staff is able to achieve goals, provide a high quality service, completes documentation for FSFN, waivers, etc.
  4. Ensures prompt placement response. Works with placement and foster parents to ensure high utilization of beds.
  5. Remains creative and focused on recruitment activities engaging community partners and ensuring frequency of outreach activities. Collaborates with Recruiting and Training Specialist regarding scheduling of agency orientation, recruitment campaigns, and scheduling and facilitating pre-service training.
  6. Ensure timely completion of required documentation and adherence to contractual deadline for submission of licensing/relicensing packets and program reports.
  7. Participates in on-call rotation as assigned by Director.  
  8. Provides placement support to foster families and the placement office.
  9. In conjunction with the Director, the supervisor assists in: development of procedure, budget development, budget monitoring and implementing countermeasures for budget performance.
  10. Is responsible for selecting new staff, evaluating staff, implementing performance improvement plans (PIP), proactively coordinating  with HR on issues related to employee relations and performance. Conducts PQI according to agency procedure.
  11. Attends community and Lead agency meetings as assigned by Director.
  12. Ensures compliance with administrative code and agency policy and procedures.
  13. Participates in all foster parent appreciation events as identified by the Director and Lead Agency.
  14. Completes other job duties as assigned.

MINIMUM QUALIFICATION REQUIREMENTS:

Education & Experience:

  • Bachelor’s degree in Social Work or related field from an accredited college or university.
  • Five years experience in foster care or related field, preferably two of which are in a supervisory capacity. 
  • Maintains state certifications as child welfare worker as required per foster care licensing standards.

Licenses & Certifications:  

  • Must possess and maintain a valid Florida driver’s license with no record of criminal driving offense of license suspension. 
  • Must possess means of providing job related transportation and show proof of required insurance.  Must be insurable under CHI’s current auto insurance policy.
  • Must be able to work flexible hours, including evenings and weekends. 
  • Must successfully complete and maintain FDLE clearance, Federal background and state criminal background check and sexual predator screening.

Annual Training Requirements: The following training topics are required annually: Sexual Harassment, Blood-born Pathogens, Workplace Accident Prevention and Reporting, Confidentiality and Privacy Practices, Diversity/Cultural Competency, Child Abuse and Neglect Mandated Reporter Statutes and Methods, Prevention of Violence in the Workplace, OSHA–related training, Crisis Prevention, and Program Goals.

  • Knowledge of agency's organizational structure, standard operating procedures, and policies.

  • Ability to work as a multi-disciplinary team member in a positive productive manner.
  • Ability to convey ideas, concepts and case studies to clients, other clinical staff, families, court, and to other audiences as required.

ESSENTIAL PHYSICAL SKILLS:

  • Visual: ability to safely operate a motor vehicle, read printed materials, and makes observations of physical facilities.
  • Hearing: ability to understand and comprehend spoken dialogue in individual and group settings.

  • Ability to speak clearly and effectively.
